The Parkins-Nourse #14 Irrigation Lateral has a long history of providing irrigation water to the farms and ranches that were the predominant irrigation water users dating back to the 1800’s. In 1990, Meridian’s agricultural acreage began to convert to residential sub-divisions and commercial properties.
The Parkins-Nourse #14 Irrigation Lateral members and neighbors have always strived to meet the irrigation needs of each varied user, creating irrigation solutions to best meet individual needs and the needs of the entire membership. The Parkins-Nourse #14 Irrigation Lateral Association, Inc. shall continue its long-time practice of honoring watering schedules, as adopted by user groups at the time of the adoption of these Bylaws, consisting of streets, areas, HOAs, designated neighborhoods, field flooding or other designated geographic affiliations. These schedules may be amended over time to meet the changing user needs and changing uses of their properties, always honoring intentions and practices of our historical water schedules as evidenced by those in place for the 2024 irrigation season. The Parkins-Nourse #14 Irrigation Lateral Association, Inc. was created to formally acknowledge this cooperative spirit and history.
NEWS 2024 Irrigation Season:
Settlers Irrigation District has ceased the 2024 season suppling of irrigation water to the Parkins-Nourse #14 Irrigation Lateral, (PNLA#14). 2024 has been a successful irrigation season for the hundreds of homeowners and ranchers that PNLA#14 serves.

The PNLA Board will be scheduling a 2024-25 Annual Meeting to take place via Video Conferencing in the near future.
We will be electing one Board Member to fill an expiring three-year, staggered term board position and will be discussing current Parkins-Nourse #14 news. We thank you for your interest and participation. Please let your neighbors know about the virtual Annual Meeting when you are notified of its scheduled date/time, as we have limited email addresses for our nearly 700 members.

Question: Will the Parkins-Nourse #14 Lateral Association assess lateral users dues or fees?
Answer: The Parkins-Nourse #14 Lateral Association is designed to protect our individual water rights, provide irrigation lateral news and serve as a means to recognize this totally volunteer operated, no annual dues, organization. As long as we maintain our longtime volunteer posture, we should not incur any operating expenses. Any future necessary capital expenditures to maintain the lateral may be accomplished by a Special Assessment, prorated on each property owner's acreage. Some laterals own and operate pumping stations and a myriad of equipment. We do not. All of the pumping and related equipment is owned and operated by the individual property owners (or their HOA). Individual property owners are responsible for the maintenance of the lateral, thus the reason we voluntarily work together to keep the Parkins-Nourse #14 Irrigation Lateral free flowing and efficiently providing irrigation water to all 690 of us.
Question: How do I know if my property is on a daily "use" schedule?
Answer: Your neighbors or HOA officers should be able to provide you this information. Each "user group" has implemented a cooperative water access schedule over the years. Your ditch rider has always attempted to honor these schedules, unless a compromised, agreed schedule can not be reached by the users in the "user groups".
Question: Is the ditch water potable?
Answer: The irrigation water is NOT potable. It is derived from the melted ice, snow and rain water that is collected at the Lucky Peak Reservoir, fed to the Boise River and then to the Settlers Canal followed by the Settlers North Slough and finally to the Parkins-Nourse #14 Lateral. It has traveled in open ditches, underground pipes, through livestock pastures and contains street runoff water where not properly channeled to the storm sewer systems.
Question: Where is irrigation water pressurized, so that my sprinkler system can operate?
Answer: The irrigation lateral is a gravity feed system that is accessed by property owners and HOAs. These same property owners and HOAs own and operate the pumps, filters, water storage devices and may provide primary pressurized irrigation lines to supply pressurized irrigation water to the users sprinkler systems. Other property owners may also utilize "field flooding" irrigation systems.
Question: Who do I contact if I'm experiencing a lack of irrigation water?
Answer: You should contact your HOA if you live in an HOA neighborhood. If your direct access to the lateral is providing insufficient irrigation water, first check this website for "Alerts", then check your neighbors access to determine if you have a problem limited to your irrigation system. Finally, call the ditch rider, (Tom Rallens, 208/867-1716), and he will assist you.
